Federation Development and Execution Process (FEDEP), IEEE 1516.3, is a standardized and recommended process for developing interoperable HLA based federations. FEDEP is an overall framework overlay that can be used together with many other, commonly used development methodologies. Pitch Technologies’ products support the FEDEP methodology. FEDEP consists of the following steps: 1. Define Federation ObjectivesDuring this step the objectives of the federation is developed and documented. 2. Perform Conceptual AnalysisThe overall scenario to be simulated is specified. An implementation-independent overall conceptual model is developed. 3. Design FederationDetermine which simulation systems that are going to be used to simulate what processes and entities. Pitch Visual OMT can be used to document Simulation Object Models (SOMs) for each candidate simulation. 4. Develop FederationA Federation Agreement document that defines the interplay and responsibilities of participating systems needs to be developed. One of the most important parts is the Federation Object Model (FOM) that specifies the data interchange. Existing systems may need to be modified and new systems may need to be developed. 5. Plan, Integrate and Test FederationThe federates are now integrated and tested. Planning for the full-scale execution is performed. - Pitch pRTI can be used to test federates and to verify their HLA behavior.
- Pitch Recorder can be used to verify correct data exchange. It can also be used to capture data in conjunction with problems to aid debugging.
- Pitch Commander can be used to monitor the federates and the federation. It can also be used to verify correct behavior and detect performance issues.

6. Execute Federation and Prepare ResultsThe entire federation is now executed and data is generated and collected. 7. Analyze Data and Evaluate Results Data can now be analyzed and evaluated against the goals. Using Pitch pRTI and Pitch Recorder, data can be played back for after action review, possibly using Pitch Commander and visualizing using Pitch GE Adapter.
